I looked on the boards led thing and very fast flashing means dram apparently, but I had this same problem with the 13400f I bought but sent back because my board can’t update

If your board can't update, seems like it is the problem here.

No I don’t have the 13400f that need the update I have a 12600k which is supposed to work with a stock board, I’m thinking it could be the psu but I don’t know

You indicated that the flashing means an issue with memory. Why don't you start there rather than looking everywhere else for a problem?

DRAM light flashing is your first clue it's a memory issue. I agree with @brob- Start there. Check the board manufacturer's compatibility list for that board and processor combination for your specific RAM part #. If it's not listed, there could be stability issues, and even if it is, the DIMMs themselves could be defective.The board could also be defective. Your "can't update" remark is confusing.
