Audio sync issue

Hi,

I have a Samsung HW-T420 soundbar this one is Bluetooth and optical cable only. I am connecting the soundbar via Bluetooth to the pc that I use for home entertainment. The issue I am having is the audio is delayed by almost 3 seconds. When I use Kodi or Plex I can just adjust the audio sync in advanced to fix the issue. However I am also using YouTube and Netflix in a chrome browser which is easier to use that adding it to Kodi or Plex, but the audio is delayed and i have no way of adjusting it there. Is there a software that I can use on windows to solve this issue? Also my tv does not have an optical output, otherwise I would have just connected the cable. I know the issue is with Bluetooth but I only have this issue with the soundbar and not my Bluetooth speaker. All the drivers on the system is up to date and i have tried a bunch of fixes that is on the internet with no luck. Is there anything I can do to fix this issue or will I really have to buy a tv with an optical output?

This could be a few things. If you are using Roku, you'll want to set your audio to night mode. Don't ask me why, but it makes a difference. Also, when patching out my father's TV / ROKU setup to a 2.1 receiver, the mode it was in was causing a delay as well.

I don't badmouth others' input, I'd appreciate others not badmouthing mine. *** More below ***

I am not using Roku because it is not available in my country.
