Processor performance boost mode not working while gaming

So I ran into a problem with my lenovo legion 5 pro laptop while i was trying to lower my temps. I went in the registry editor to make the Processor performance boost mode visible in the Power Options so that i can change the performance boost mode from enabled to disabled. By doing this while i stress tested it with CPU-Z my ryzen 5 5600h clock speed didn't cross 3265 which is what i wanted. However when i start playing with a game the msi afterburner says that it runs on 4.1ghz and it doesnt limit the clock speed at all and thus it reaches 90C sometimes. Now i get that its "normal" for a laptop but every video I watched, all the comments where they have the same specs as I do say they benefited from this and their clock speed doesnt go above 3265mhz. Can anybody help me what could cause this?

Same problem, R7 5800H 95c, all sensors green.
