sudden "freezes" windows

So a couple weeks ago my pc started to do the following: Sometimes when opening a new app or opening a new tab (I use brave browser btw) it just keeps loading and suddenly all loads, I also try to open settings or open task manager anything nothing opens and suddenly everything works.
I checked the task manager while this was happening and there was no activity cpu at like 3%, ram at 20%, disk and gpu also low usage.

Last resource I would format my pc but I didnt want to do that until I was sure it was a software issue.

Most likely software issue, i would back up important info to an external drive and reinstall windows. Clean install off of usb. Not reinstall through settings.
