Windows PC Wierd Sleep Settings

My GF's PC is a Frankenstein's Monster of salvaged parts from former build of my Friends and I (making Linus Proud) 

i5 8th gen (used)

B360 ROG Motherboard  (used)

32GB Ram (nothing Special)

Corsair AIO with commander pro running all fans and AIO

More specs can be provided if needed.

I work next to it everyday from home so I have noticed randomly while it is locked (programs in background or not) that the RGB and fans (all through commander pro) turn off for 10ish sec at a time. Any I ideas where else I can look to troubleshoot? Honestly I can't imagine turning on and off randomly is good for an AIO and just hearing it go silent freaks me out. Happy for any ideas I feel like I have tried everything.
