Difference between same cards but different versions

The coolers and PCBs can be designed different, giving you better cooling and/or overclocking options because of a more and/or smoother power delivery.

As with a lot of things, it depends. IIRC all of the AIBs make their version of the AMD reference card, and if those are the ones you're comparing then they are the same card, the only thing that varies is who's name is on the box and who's RMA department you'd end up dealing with in the future if you're unfortunate enough to have an out of warranty GPU failure. 

 

If, however, you're talking about different partner model, so to keep the 7900 XTX Sapphire and Asus comparison alive say the Pulse+ and the Strix, then there are differences in how the cards are designed, how they're binned, and therefore how they'll perform. Whether or not those differences will actually make a difference is a different story, as the only cards I'm aware of where outside the reference design there was actually a noticeable difference between one version of the card and another was the 6900 XT where there were two different pieces of silicon both called the 6900 XT that performanced about 5-10% different from each other, and XOC cards like the KPE and Lightning as they were so highly binned and weren't as badly limited out of the box that they generally did have a somewhat large performance improvement over a more basic card, though that did trail off in more recent years as both AMD and Nvidia has clamped down on GPU overclocking and it becoming less and less of a thing. If you're talking about similar cards from similar board vendors, generally they perform about the same (say a 7900 XTX Taichi and a 7900 Red Devil will perform basically identical, even though technically speaking their designs are different)
