Depends what you're doing. If you're running Prime95, yeah that's pretty expected. If you're at idle, that's way too hot. Given that the chip is drawing 73W when hitting 95C, I'd say that the temp makes sense. 95C is safe for that chip, that's the max rated temp for it, so seeing that under full load is not uncommon. Getting a better cooler isn't a bad idea, you'll probably get 100-200MHz faster clock speeds from it, but an AIO disn't necessary and a $20 tower cooler should keep that chip pice and cool.

yeah its fine now but lately for some reason avg temps with light apps open like browser discord spotify and stuff when utilization is just like 20% its 75c

and when playing light games like valorant it goes to 85 sometimes and when i play gta 😬i cant imagine what it will get to

i had this problem a while ago 
i saw the temp go to 107 then force shutdown but then it was fixed when i reapplied new thermal compound

also i have a compact case so tower coolers are a little tricky so a 1 fan aio wud be good right ?

I mean, it would perform fine, but the price of those 120mm AIOs is very expensive. 

 

What case do you have? Most compact cases can still fit a decent tower cooler.

Not just the case, but also the cooler? Replace thermal paste?

yes very recently like just 2 to 3 weeks ago when i had this same problem
i cleaned all the fins individually with cotton swabs and a brush and put on new thermal paste
and i didn't just put a dot, i manually spread all of it to make sure there was an even layer of compound all around the chip's conductive plate.

What case do you have? Most compact cases can still fit a decent tower cooler.

mostly going for the Deep cool le300 
barely 50 bucks, looks pretty good and has good reviews


also side note
since its a 1 fan aio wud mounting it to the rear where the exhaust fan usually is wouldn't be a problem right because I've never seen any1 mount it to the back like that 
only top and front

That case can fit rather tall air coolers, it's not really limited in that regard. You would only be better off with a 120mm AIO if you were looking at a case like a NZXT H1 or some other SFF case like that. That is not an SFF case. 

 

You could get something like an ID-COOLING SE-214-XT for $20, or if you want something a bit better a Thermalright Peerless Assassin 120 for about $40. Both of those would be better options than a 120mm AIO.
