I recently built a 13700k with an h150i elite (360mm aio) and I've been getting 60-65 degrees at idle. My coolant temps are good at ~32 degrees. Today I removed my pump and completely reinstalled it (starting from the backplate) to make sure everything was installed okay. Rebooting, I'm still having the same issue. However, I'm noticing that my cpu usage in the task manager is consistently at 34-39% with absolutely nothing open... Could this be why? Any ideas? I'm on Windows 11 if that means anything. Thanks in advance.

 

Some extra info:

The common background apps keep jumping from under 4% up to 22% in some cases. It's as if my cpu is programmed to never be under 34% usage, so numbers are just going up and down to keep it there. I should also mention that my cpu temp seems to NEVER go below 60. It's consistently at 60-63 at this weird idle state.

Sounds like Windows is installing updates. Let it run for a while and come back to see if it drops.
