Low performance in games

Hello, so I just put this together last night, I'm having problems with really bad performance. I'm playing them at 1080; and no matter the settings they are playing horribly. I've tried Rust and CSGO so far. Rust performed the worst, but no matter the settings it was around 40-60fps. CSGO was only running around 90FPS no matter the settings as well.

 

I've ran 3D mark and it showed similar scores to computers with these specs. I also haven't seen it overheating. CPU and GPU  haven't been maxed out at all when I  was playing this games either. I know my CPU is old, but should these games really be playing this bad?

That old i3 (the i7 6700 is just an i3 10100) is holding the 6600 back a lot, and using the card in a pci-e gen3 slot also decreases some performance. 

And Rust is heavy on the CPU in the way that it uses a small number of cores but it requires strong cores.

If I just return the 6600 I and get an rx 580 will that perform better? My last computer ran rust fine with an i7 4770 and a 580.

If the 580X is half the performance of a 6600, a 50% used 6600 will perform like a 580X.

I've been at 66-73% utilization and just get crappy frames. When I play rust in the older system it performs better.

Do these steps:

1. Use InSpectre to disable the Spectre and Meltdown patches.

2. Disable ultra low power state (ULPS)

3. Turn off MultiPlane Overlay

4. Install CPUBalance and use it

That will give your CPU a fighting chance at least.

Would a CPU bottleneck be the reason games run better when undervolting the gpu?

Could be, maybe there would be less varianca in the frametimes. Not sure, not worth considering.

Yeah it didn't really help much at all. I'm just going to look around for a used Ryzen platform and upgrade.

I did. Actually seemed to run worse after doing everything so I'm not sure at all.
