Game stutter hard

I recently updated some drivers and my Bios for my computer. After I did so my entire system would occasionally stutter and frames in game would hardcore stutter in some games harder then others. I have tried uninstalling and reinstalling all drivers, a clean windows install and resetting bios options to default. I have tried ram timings and xmp, gsync and vsync, lowering my frames to the base monitor frames. i have no idea how to fix this please help

First - I see 72 Celsius CPU temps in the screenshot.  Was this taken while running a benchmark on the CPU?  If this is your system at basically idle your CPU is probably thermal throttling under load.

i was not running any benchmark but this also was not idle if it hit 72 then it was from running the validity test.
 PS. just ran a stress testor with cpu-z while checking with hardware info cpu temps wobble from 86 C to 89C.
PPS. my heaviest and earliest indicator somethign was wrong is cuz LoL was stuttering hard

Nope uninstalling rtx drivers didnt fix it

I have now removed my graphics card and ran off the integrated graphics. the stutters are still happening.

i attempted a gpu reseat that did nothing. cmos reset nothing. flashed the bios nothing.
just removed 2 sticks of ram it now stutters less but still stutters

somehow reseating the ram fixed it not sure how

 

nope that didnt fix it. for some reason if discord firefox among other programs are open it stutters. the stuttering gets better with each and every additional program to the game i am closing

Now its only stuttering in lol and deus ex
