A friend has got a used case which came with one (550W iirc). I know it's at a very low tier, but -

1. Is it 'meh, not good but I'll keep it untill my new PSU arrives', or 'a fire hazard, replace immediately '?

2. I saw a review, which may have been V1 by Ari's, from a long time ago. He says it's great.. so why such a low tier (e)?

could be a few reasons, including:
Poor protection, so if something fails, it's likely to take out hardware with it.
poor quality components, so less likely to survive OCP or related.

(Amongst other reasons)

Tier E?  If you *need* it running now?  Run it, but preferably with a UPS or something, but buy a replacement ASAP.  (If your build will be 80% or more of the rated power?  Buy a replacement *now*)
