Does he have a 2nd monitor or TV he can plug into to ensure its not the monitor?

SO, I am trying to help a buddy but can no longer think of what to try next. He recently moved and his PC is no longer showing video to his monitor. Troublshooting steps to this point have had no effect so I need some help trying to figure it out.

 

We have tried the following:

1. Verified connections and used several connection types and tried rotating them in case they were one-way cords

2. Reset graphics drivers using Win+Shift+CTRL+B

3. Have tried resetting bios settings

4. Have tried using CPU graphics card

5. Have unplugged the graphics card completely to force use on motherboard graphics

 

As I have said I am at a complete loss on the next steps to take so any advice would be greatly appreciated. The system specs are not exact as I don't remember since its my old CyberPowerPC but roughly are as follows:

 

Asus Z390-P motherboard (This is exact as I have pulled up my old Newegg order)

Intel i-5

EVGA RTX 2070 Super

500mb m.2 SSD

2 TB HDD

750W PSU

NZXT 120mm AIO

 

Of note: The system is also very laggy when booting up, He stated that his CORSAIR keyboard used to light up almost immediately but now it takes like 10-15 seconds for the RGB to come on. IDK if that is helpful or not. Thank you in advance for any and all assistance you can provide!

 

EDIT: The monitor has been tested using a switch and it works. It now appears that the computer is failing to complete POST so this thread is obsolete at this time.

That he does not. He is going to try plugging his switch into the monitor, as we know that works undoubtedly. But the monitor fully boots and recognizes that a cord is plugged into the appropriate slot and notifies him so I am not sure the monitor is at fault here. @Skiiwee29
