Hello Guys, I'm trying to build my first PC, and I need some help/advice on this. The AIO I ordered didn't seem to come with an LGA 1700 Bracket, they said it was from an older packaging where it didn't come with it yet, and the upgrade kit for it is not available in my country. i was wondering if I could use some kind of replacement or substitue for it? Thank you!

Who is “they”? is it the manufacturer or the place you bought it from? 
 

Assuming there is no return policy, what I personally would do in your situation is probably just demand that they send you one anyway, or that they take back the out-of-date model and send you one that is up to date.  It is possible to attach an AIO to a gpu with just zip ties. I don’t know if that can be done with CPUs though.  I kind of doubt it.  I hear people talk about torque wrenches when dealing with cpu heat sinks.
