however I have upgraded it with an ssd with the kingston a400 and a crucial ssd. 

I also added a new 16gb kit of 2x8gb ram from crucial ballistix 3200mhz 

 

So now the problems, my gpu runs at 900mhz for some reason and that dips which I dont think is supposed to my cpu is at 100% some of the times like in games such as fortnite and rainbow six siege and runs at 3.6ghz. 

On fortnite an easy to run game my fps can range from 60-90 however this doesnt stay for long and it dips ALOT. It dips to around 30 as frequently as every 3 seconds. I am not sure what to do and am running out of options and I cannot upgrade anything as I am getting a new pc next year. Is there any fix or even is there anyway to reduce the dips in gpu frequency and fps that I have.

Looks like throttling due to high temps, those OEM crapboxes are really bad, but your system is so weak it shouldn't get hot anyway..

Maybe a cooler issue?

how do i know because my gpu doesnt go higher than 65 degrees same with cpu which is strange as it is limited to 65
