New build, 5 second reboot loop, no post.

Hello, looking for some help on a new pc build. Fans run for about 5 seconds then restart over and over.

 

Currently trying to boot on MB box outside of case.

 

Any suggestions on next steps would be appreciated. This MB doesn't have any POST LEDs so I'm at a bit of a loss as to figuring out what is wrong.

 

My first post on this forum, I've read the rules but please let me know if I missed something.

**Video Card:** Asus TUF GAMING OC GeForce GTX 1660 SUPER 6 GB Video Card  

 

**Power Supply:** Corsair RM650x 650 W 80+ Gold Certified Fully Modular ATX Power Supply 

 

**Case:** Cougar MG120 G MicroATX Mini Tower Case (not currently installed)

 

**What I've tried**

 

Q flashed bios to version F16e. Then down to F15 as per recommendation on pcpartpicker.com

 

Tested with backup GPU

 

Tested with single RAM in all possible configs

 

Tested with backup RAM

 

Tested with backup PSU

 

Tested with m.2 SSD removed

 

Removed CPU and reseated with different thermal paste.

 

Reset CMOS via cmos pins
