Windows Max/Min Animations Playing In Reverse

Not sure what is causing it but on my right monitor when i minimize an application it runs the animation for maximizing an application, but when i restore the app it runs the minimize animation. 
I soft fixed it by going to display settings and switching primary monitor to my left then back to my right. You can see a video of what happens here. 

I have searched for this on google with many different wordings and have had no luck finding anyone else with these issues. Anybody have an idea whats happening?
