Background Services Causing High Ping

So yesterday I noticed when I was playing games that my ping was a lot higher than normal, it was around 150. Closed all background apps, restarted PC and router, still had high ping. Tonight I opened resource monitor and there are several processes going on that I can end, and my ping goes down to about 20, but after a few minutes these processes pop back up and my ping shoots up again. What can I do?
