gpu lag on homescreen

my amd rx480 4gb shapphire nitro +OC lags and freezes on homescreen, games crash instantly and screen flashes off and on and it only does this when driver is installed regardless all specs are 100% as should be on gpu (core clocks and such). I have reinstalled drivers over and over agian using DDU and yes in safe mode, can this be due to psu, i have a 350w but getting a 550w. i have also flashed bios more than once and problem still consists my cpu is a i7 3770k with 16gb ddr3 ram.I also get notifications from my amd software that the driver times out.
