I'm in need of a tech tip

I'm completely new to editing i just started yesterday
I want to edit this interview 

And for some reason post edit when I render the video with Adobe Premiere I get this very very weird lighting bug
I have provided screen shots with indications on where u can see the bug, screen shots of original vs bugged rendered version 

Any Ideas?

Have you tried changing to a default export setting? Something like the baseline 1080p export profile or the "Youtube" profile?

That looks like color banding. Make sure you're not exporting at a low color bit depth.
