Could I just upgrade my psu to 500w and replace the "1030" with a "gtx 1660 ti"?

Yes, you have a standard motherboard so it can accept your usual ATX power supply. Make sure to get something decent, because the upgrade from a crappy 420 watt PSU to a crappy 500 watt PSU is pointless. Have you checked out the PSU tier list?

I currently have a https://www.amazon.de/Gaming-Computer-Intel-Core-Threads/dp/B09M7HHL4H/ref=sr_1_3?__mk_de_DE=ÅMÅŽÕÑ&keywords=Core%2Bi7%2Bgaming&qid=1639594278&s=computers&sr=1-3&th=1, PC (gt 1030, i7 4790, 420w psu, h81m-p33 v2 motherboard, etc.)

Could I just upgrade my psu to 500w and replace the "1030" with a "gtx 1660 ti"?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

PSU tier list

How many watts do I need?

PSU misconceptions, protections explainedgroup reg is bad
