Possible VRM Overheating Issue?

I have an Alienware 15 R2 with the i7 6820HK and I'm curious if the issues I'm having related to limited power draw, aka PL2 (according to throttlestop) throttling, are related to the CPU VRMs overheating possibly. The thermal pads are old and I can sustain 65w of power draw for about 5-8 seconds before it drops down to 55w in Cinebench R15. So I'm curious if that could be my issue because it doesn't always throttle down straight to 55, sometimes it goes as low as 45w but it mainly stays around 55w.

Ok I basically confirmed it. Putting the intake of my laptop up to my AC resulted in NO throttling 4.1GHz all core. So I guess it was VRM throttling issues as the temps weren't much lower on the CPU. 861 points on cinebench R15 with AC and 730-760 without.
