EDIT: ive looked my GPU usage via GeForce Experience, MSI Afterburner and HWinfo64, all of em report 98% in games, but the task manager weirdly reports only a usage of 30 to as low as 2% usage. maybe that could be the reasoning behind my problems...

 

 

Hey Guys,

so ive resettet my PC recently, cuz i had to replace my old storage. After that, i was starting to have major problem while gaming and even other occasions like watching videos, streams etc. I wantet to play some PUBG, when i realised somethings off. my 99% FPS drop to around 30, which severe micro stutters and incredibly laggy "moments" same thing in Rocket League. My FPS on its own are around the same as it used to be (180+[PUBG,1440p,lowest Settings] 300+ [Rocket League, 1440p, HighSettings]) these drops make a game unplayable. its even worse in Forza Horizon 5, while my normal FPS are at around 70 (and still are) my 99% fps tend to drop down to even 6, which literally gives me frozen screen from time to time. ive already tried resetting again,

BIOS update,

getting every Single driver to work,

OC my CPU to 5ghz all core (which was my everyday seeting before this occured,

clocking it back down,

OC my GPU,

clocking it back down,

replacing the storage with new of the same kind,

getting the old storage back in,

trying every single RAM dimm, check if one of em isnt working properly,

running multiple troubleshoot programs,

disconnecting RGB lights(in Order to save power, i thought it could have been a power delivery issue),

disconnecting displays...

reseating GPU,

checking Temps,

changing the windows power plan,

looking for throttling of any kind using HWinfo (CPU/GPU)

 

i dont know what to do anymore.

 

BTW, when running any game, even some like rainbow Six, even my Explorer and Desktop tend to lag. Rainbow six as a game on itself tends to run fine tho, im having around 250 FPS (it used to be around 350 before) and i dont experience any lag [R6S,1080p, lowest]. since R6, especially ith my settings is more CPU than GPU bound, id assume its problem with my GPU... i dont know tho. i would appreciate any kind of Idea or help.

in graphics heavy games iam at around 30% CPU usage and 99% GPU usage

MY SPECS: 

i9 9900K @5ghz all core (used to, now its default 3.6)

Gigabyte Aorus RTX 2080ti Xtreme

32GB Adata Spectrix d60g 3000mhz

250gb Crucial P2 (the new drive)

1TB crucial P1 (pre existing)

128gb Samsung NVME drive (the drive i wantet to replace with the crucial P2)

the power supply is a Gigabyte G750H

Cooling should be plenty, im Running a Corsair 5000D Airflow with 10 Arctic P12 PWM PST 0db Fans and a EK AIO 360 d-RGB (cpu isnt going over 60 degree, gpu is hovering between 65 and 70)

Have you checked your temps? maybe there was an improper thermal paste application or something? Obviously your cooler is more than adequate but maybe something is getting in the way of proper operation. 

 

I’d also try reseating your GPU in the slot.

Yes i have tried to reseat, and my temps are looking very good aswell. My CPU doesent extend 60degree and my Gpu is around the same. if i OC my CPU to 5GHZ i do get around 90 while stresstesting but even that should be fine
Oh and ive also downloaded HWinfo to look up if there is anybottleneck. the only one HWinfo saw was utilization (GPU, thats normal) and Voltage limit (GPU, also normal) so nothing unordinary there. everything looks fine. it just isnt. in FH5, ive got around 30% CPU utilization and 99% GPU utilization, idk if that helps. OH yes, iam running on High Performance windows power plan

A temporary fix i found, at least for Pubg and Rocket league is going down to 1080p instead of 1440p. but thats kinda weird, taking into consideration that i should be easily able to play those games, and any game really, on 1440p
