Loading cursor wont stop flashing

Randomly the blue loading circle next to my cursor wont stop flashing like something is trying to load or is starting up and dying immediately every second...I've tried everything I could find on google and on microsofts "support" pages and nothing fixes it. When I boot in safe mode it doesn't happen.
