A 1070 could be had for about $230 on ebay right now, maybe even cheaper on craigslist in your local market. That would be about $600.

 

For about $650-$700 you could pair it with a 1080ti depending on how good you local market is, but then again, at that point you could just get a brand new RX 6600.

 

If you live near a microcenter you can get that CPU and motherboard for about $120 total with the $20 bundle discount and in-store CPU discount.  They may also have a power supply available for less.  That would put you just over $500.
