High response time

I have been having an issue where my hard disk suddenly starts to lag really bad, and whenever I check my task manager I see that the avg response time is fluctuating. I am not sure what the problem is at all. I have tried multiple solutions to anything related to response time and failed.

 

Any help at all is deeply appreciated.
