Gpu power will half randomly

Hello guys, 

I’ll start off with the specs of my build.

 

cpu: r9 5900x 

ram: 32gb Corsair 3600mhz cl18 

motherboard: asrock tiachi x570 

gpu: founders rtx3080ti thermal pad swap done

Power: Corsair HX 850 platinum

boot drive: Samsung 970 evo

game drives: x2 2tb team group cx2

 

Is some games I’ll be doin my thing having a heck of time then frame rate will suffer going from over 100fps depending the title to 50fps 

after using some monitoring software in game rivatuner msi after burner gpuz and HW monitor nothings hot everything is perfect but after a while I noticed while playing the game the gpu power will go from 280-350watts to 120-150watts but gpu usage will stay at 99% like it’s supposed to I have two separate 8pin pcie coming from the power supply so that’s not the problem. 
 

I reinstalled gpu drivers turned on and off resizable bar and checked for other bottle necks and temps and found nothing

 

Any ideas.
