This has been happening for the last few drivers now. It may have been like this always....MY GTX 770 Will run at 1046Mhz in desktop with only GPU-Z open. After I install any driver it will go back to normal and will clock down and idle in 2d mode. But a few hours later The GPU will use the default clock speeds at all times. The Voltage also increases to about 1.1v. I use EVGA precision to monitor the temps, fps ect.. I really don't know who long a GPU can do this. Especially ones that are designed to clock up and down at high and low loads.(GPU Boost 2.0) Let me know if this is OK or not please.

Sorry I forgot to answer last night. No K- Boost is not on. I did try K-Boost a for a few games but not recently. And I have not tried to crypto-mine, though I doubt that my GTX 770 would be very efficient for mining. When I Give it 80MHz on he core clock in EVGA Precision the Idle Voltage changes from 1.112v to 1.050v and the temps go down  1°C to 3°C. So That is slightly better but still not where it should be. I am still looking into it but most Threads are about not having enough power or being stuck on 2D mode power usage. I don't have a screen shot of before But it the core frequency would be around 150Mhz to 500MHz and about the same on the Memory Clock and Voltage  0.8v to 0.9v. I know PNY has a Lifetime warranty and maybe this is why./ I actually think it is a software issue though. If I reset the driver I could get a screenshot of before it ramps up.
