Wireless controller app that can connect without a server application

I need to use my phone as a Xbox controller, so I was hoping to find an app that could work without a server application on the receiving device. The reason is that I have a tablet that's decent enough to run emulators, I have connected it to a TV via HDMI so I was wondering if I could use my phone to emulate a PS or Xbox controller to play on those emulators.

 

I have tried so many things but none actually seem to work, the closest I've been was an app called "Serverless Bluetooth Gamepad" which is a paid app but it's not available in my country. I have always come to LTT forums whenever I get an issue I can't fix myself and it's the best and most responsive community YET! Better than some other big forums.
