Implement data usage restrictions on OS?

I ordered some NFC Tags and I had the idea of attaching one to my Surface Pro so I could swipe my phone past it and have the wifi tethering turn on for when I'm away from other connection types.

Doing that is no problem, and my data plan is pretty good, but I'd like to create a safety net for myself. Does anyone know if there's a method for limiting data usage on Windows 8? Either directly through OS settings or through third party software?  

 

I know my phone itself can do so for any browsing occurring on the phone but I don't believe those rule-sets will carry over to a full Windows 8 OS

You can call your provider and have them set it up so you can't use over a certain amount of data per month. 

Not quite what I'm looking for, but it is a good suggestion.
