HP hates better RAM?

Bought my roommate a barebones HP Elitedesk 800 G3 SFF just to get him started, and while it took the 16gb ram after some troubleshooting, I can't seem to get it run above 2133mhz. Can't find a frequency option anywhere in the bios and other forums imply there isn't one here. But they also said something about the ram frequency on this board being dictated by what the cpu can take. Has an i5-7500 and I've used this ram at full speed with this cpu in an old set up. I'm completely stumped.

Probably the motherboard don't support XMP, only JEDEC. If the RAM doesn't have a JEDEC profile above 2133 it's doesn't run faster.

This system supports a max speed of 2400 MT/s. If it doesn't have a 2400 profile, you're going be stuck at 2133.
