Anyone have any idea what this means? All drivers are updated, playing a not crazy GPU intensive game at 1080p. It gives me this weird symbols, then resets for a bit before doing it again.

Worth swapping the cables but that's 99% of the time a dying GPU, specifically the memory. Google for "space invaders artifacting", its quite common and documented.

Ryzen 7 7800x3D -  Asus RTX4090 TUF OC- Asrock X670E Taichi - 32GB DDR5-6000CL30 - SuperFlower 1000W - Fractal Torrent - Assassin IV - 42" LG C2 - Windows 11 Pro

Right but the odd thing is that there are no problems running GTAV at 4K, 60fps. It’s only on empire total war

do a stress test with fur mark or a game that max out both gpu and memory like Control with raytracing set to high

i recommend Control since its an incredibly demanding game

yap

its probably dead

im sorry

but i do try a DDU and a demanding game before calling it officially dead

It's definitely dead, I went through all the driver updates and windows updates, thought it was good, then it crash and corrupted windows (if anyone has advice on how to get my product key out of windows that won't start that would be super helpful lol).

Thankfully its a founders edition and within the warranty so NVIDIA is gonna accept an RMA.

Thank you all for the advice! Greatly appreciated.
