pc won't turn on

(for a friend) his pc one day didn't turn on. He bought a new psu (EVGA 600w 80 plus white) and it didn't fix it. When he turns it on, theres only a green light on the motherboard. Is there a way to fix this?

(idk if this helps or not but he owns a HD 6870)

If the CPU is a model with iGPU and the motherboard has video outputs just remove the GPU from the system and connect the monitor to the motherboard.

did that but the pc still didn't work
