My gpu fans starts spinning at max even when its idle or at 1 percent load

Recently bought a used 1060 3gb  and tested it before buying ,now after 1 month the gpu fans start spinning rapidly and the monitor goes black saying no signal but the pc does not turn off , it stays on and the only way to fix it is to restart mind you this happens every 20 mins when pc is idle or in 5 mins when opening a game ,please help me because i live in nepal and i worked my ass off to  buy this gpu for 280 dollars converted from npr ,my monthly full time job pays me 100 dollar and i saved up for 6 months after cutting all my expenses i am really depressed please help me it would mean the world to me this is alot of money wasted and i was really stupid please help me
