Do i need a ground loop isolator

Ive been having issues with my headphone amp and pc making this screech of grainy/distorted noise and maybe a ground loop isolator would fix it?

 

This video is pretty close to what im hearing 

It comes every like 3-5 seconds and stops and sounds like this video but much more distorted

    Ram: 2x8gb 2666 c16 hyperx fury, tuned the absolute balls out of it but def not stehble.

I tried lowering the windows vol to 50 and lower from 100 and seems to be still there although the knob on the amp was half way, when putting it down i dont think i hear it and when its basically 0 percent on the knob seems to have the same sound and half way is optimal for me so im not sure what to do

Also for some reason when i touch my keyboard on the side it seems to somwhow make the noise go away

This sounds more like a broken ground connection. The easiest way to test this, is to wiggle a little on the cable and connectors and listen when the noise cuts out or changes.
