The following list doesn't include gpu or monitor so it leaves $515 for those.
My advice would be to try to pick up a used 1660 Super or Ti and a cheap used 24 inch monitor.
For windows there are loads of 3rd party sellers, one that I have used without any issues is "CJS CD Keys"
