PC stuck mid-boot

Hello,

 

I’ve been having this issue recently where sometimes (more often than not) when I restart my PC, it gets ‘stuck’ when it tries to boot up.

 

I have no idea what could cause this but I can resolve it by powering it down and removing the motherboard battery, putting it back in, powering on and then redoing the bios settings… every. single. time.

 

Any ideas?

 

I’ve looked through the bios for anything obvious and found nothing.

 

All hardware is new.

CPU: Ryzen 5 3600

MoBo: Asrock B550 Phantom gaming 4

RAM: Corsair DDR4 3200MHz (2x16GB)

GPU: RTX 3070 OC edition 

SSD: Samsung Evo 970 256GB
