Logitech BRIO Webcam Issues

Its a Logitec camera, quite simply their software can literally brick and mess up their cameras. I have a c920, its worked fine for years, i did a software update for it and it became a stuttery mess, i had to reset and remove all its software for it to stop. So do that first, see if its software, and if you have another computer, try it there too
