Potential GPU Artifacting

Recently on my laptop this problem has been occurring on smaller apps like the Minecraft launcher shown and the wallpaper engine. It blurry and some white pixels showing. I immediately got worried it was GPU artifacting, but nothing similar happens when I run MSI kombuster or any other high stress game like GTA V or Witcher 3.  Also, the tool on MSI kombuster to search for Artifacts didn't pick anything up. Does this look like artifacting? And if not, what is it, and how do I fix it? GPU is a gtx 1660 ti and the graphics drivers are up to date.
