GTX 1060 With b450m motherboard issue

I have a b450m gigabyte motherboard, Ryzen 5 3400G, 16gb ram, windows 10, and cannot get any video output on GTX 1060 6gig or my r9 290 for more than 15 seconds. on the chance it does boot its glitchy as can be

The traditional cause for crash after boot (if that is even what is happening?) is memory follows by PSU, though generally the PSU thing involves high power stuff which doesn’t seem to be a thing here.  Memtest86 might be a good check.  Decent chance it won’t produce anything but it’s at least free.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
