RAM speed fluctuating

Is it normal for RAM (Crucial BL2K8G36C16U4B) frequency to fluctuate? I have turned XMP on in the BIOS (3600 16-18-18-38) but I have noticed that the frequency fluctuates in CPU-Z memory tab (between 1762 - 1791 mhz) and HWinfo64 shows it as 1776.7 instead of 1800.

Found a guy who said turning off SVM brought his bus speed back to 100Mhz (mine was about 98). So I did the same and yeah it's now 100. Weird.
