3060ti middle fan is making an annoying noise whenever it starts up

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

That's definitely the fan hitting something. My guess, going off the sound, is that the fan blades are hitting the heatsink underneath because it may have bent. I would inspect under the fans to see if anything is sticking up.
