Low FPS with 3070

Issue

I am struggling to get over 144 FPS whilst playing games like Fortnite in low quality settings.

 

Extra Information

Whilst playing, my Total CPU Utilization stays at around 20-30 percent.

Whilst playing, my Total GPU Utilization stays at around 10-20 percent.
