Budget (including currency): about 700 US dollars

Country: USA

Games, programs or workloads that it will be used for: War thunder, maybe flight simulator after an ssd upgrade

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 1440p gaming at over 130 fps, and at high or best settings, I am currently running a gtx 1650 paired with a Ryzen 5 2600, any suggestions do help

You can't get a GPU in this price range, But can upgrade other parts. What motherboard do you have? What Cooler? What PSU? What RAM? What drives? Some parts might be reusable, So provide some details.

im currently running a b450f gaming motherboard from Asus paired with 16gb of gskill ripjaws 3200mhz cl16 ram and a wd black 500gb m.2 ssd for my boot and 2 1tb wd blue hard drives for other stuff, my cooler is a random Chinese one from amazon with 1 120mm fan on it, it cools quite well

I think I misunderstood at first, You need to upgrade your GPU only right? 

For 700USD, U can find 6600XT easily, Try to get it for near 600 USD, Or get it from newegg bundled with mobo, you'll replace your mobo and it'll allow good CPU upgrade later too, Or try to get one from ebay for around 600USD. Better than 6600XT will be 3060 ti or 6700XT if you ca get your hands on it.

I am just in need of a new gpu, but i will also maybe pick up a new caase because the one i have currently is quite hot and not very easy to clean, but yes im just looking to upgrade my gpu, my cpu is fine for a while since i have it overclocked to around 4.1ghz

I'll link few deals below. Since you are changing case anyways, U can also change motherboard and sell your old one, Or sell new motherboard, Yeah, I'ts ain't ideal solution, But this is one of the best ways to get GPU for normal price right now.
