AMD's encoder is pretty much unuseable. If your games aren't CPU intensive, you're better off doing a software encoding.

NVENC, on the other hand, has pretty reasonable quality, but I believe that a 3060ti would be slower in games when compared to a 6700xt

I think that depends on the price you are able to get them at, but you said you want to stream so i would pick the 3060 ti because of the good encoder, and shadowplay.

 

But when it comes to performance these both GPUs are very similar, at least the average 3Dmark scores are almost exactly the same.
