raid? replacement hdd isnt showing up.

I've had other posts with this issue, after replacing the cables and trying different sata power plugs I ended up getting a new HDD to try. nothing came up in disk manager or in bios.

 

after resetting the bios settings to default it pops up under storage (see image) but I still cant find it in disk manager to format it and set it up. 

 

what am I missing? I know I've been out of the computer game for awhile but I'm just lost.

thanks guys. somehow IRST got turned on and turning it off fixed my issues.
