I have a 5600x and the base speed should be 3.7 GHz but even when idle the cpu is always running at 4.4 GHz clock speed. I checked the Windows power settings an it's set to balanced. I'm wondering if this causes any problems, such as shortening the life of the CPU. The CPU does overheat occasionally, but I blame that on the stock cooler and lack of exhaust fans. Do I need to worry about the CPU speeds or is this normal?

Are you actually idle, so 0 programs open literally doing nothing, or is there stuff running? If not I don't think it is strange for it to boost.

It boosting isn't really something to worry about. It overheating is. What do you mean with overheating? Is it thermal throttling or even causing hard shutdowns?

I think we should first look at what software you're using to get your clockspeeds, temperatures and that its thermal throttling.
