(HELP NEEDED) Windows 10 Boot Loop "Windows Installation cannot proceed."

My friend recently received an old HP Compaq 6305 from his dad. It was his old office machine, and hadn't used it in a number of years, but it still worked, and had windows 10 installed. BUT... he forgot the password and didn't setup any of the security questions. They went through windows' password reset process but they couldn't get it to work. That's when I offered to help. We went into recovery mode, and factory reset the computer, but while it war restarting, it popped up an error message that said, "The computer restarted unexpectedly or encountered an unexpected error. Windows installation  cannot proceed. To install Windows, click "ok" to restart the computer, and then restart the installation. when he clicked ok, it seemed to be working before giving the same message again. We've tried downloading a fresh windows install onto a USB drive, changing the boot order in bios, and restarting the computer, but nothing changed. What should I do?IMG_0157.jpg

Set up a windows mct drive from this link: https://www.microsoft.com/en-us/software-download/windows10

Click download tool now and in the prompts create an installation media.
When you turn on the computer go to BIOS and there should be an option somewhere to select the drive you want to boot from without changing boot order.

In the windows mct boot, select custom, not upgrade
Before installing installing windows, delete all partitions until you are left with unallocated space and then install.
