If their 1070 is overclocked or a Ti and your rtx 2060 isnt a very good one then that seems about right

they may also have a better cpu than

So I have a Rtx 2060 that is underperforming, but I don’t know why. System specs: a 1tb ssd, 32gb of ram, z490 a pro motherboard, 850w psu, and a i5 10600k, it will max out on games that don’t require that much power, and it gets out preformed by my friends 1070 on pretty much every game.

How do you know it's underperforming? The card is just one part of the equation. The 2060 is a little faster than a 1070, but not by much. You gave no info on what CPU or RAM your friend is running, or even specs of your own RAM. That can have a huge impact on performance. It also depends on the game and what resolution and quality settings you're running vs your friend. Heck, even stuff you have running in the background, like even RGB control software can make a big difference.

CPU: AMD Ryzen 9 9950X3D · Cooler: Noctua NH-D15S Chromax.black · Motherboard: Gigabyte Auros X670 Elite AX · RAM: G.Skill Flare X5 64GB (2 x 32GB) DDR5 6000MHz CL30 · Graphics Card: Zotac NVIDIA GeForce RTX 4070 Super Twin Edge OC 12GB · Boot Drive: 1TB XPG Gammix S70 Blade NVMe SSD · Game Drive: 2TB WD SN850X NVMe SSD · PSU: Seasonic Focus GX V3 1000W 80+ Gold · Case: Fractal Design North Mesh · Monitor: MSI Optix MAG342CQR 34” UWQHD 3440x1440 144Hz · Keyboard: EPOMAKER x Aula F99 Wireless Mechanical Keyboard · Mouse: Logitech G309 Lightspeed Wireless Gaming Mouse

My friend is running a system with 16gb 2666mhz ram vs my 32gb of 3200mhz, and even if my gpu is fully over clocked he can still out perform me with his un overclocked. I’m also running on 1080p with a 75hz monitor, on games such as beaming drive my friend beats the living hell out of my gpu.
