Help! PC not working right

Ok I haven’t played on my PC for like a month but now I’ve come back to it and done all the driver updates and system updates, no games run right at all it’s extremely framey/laggy and nothing even is booting slow the only thing I can see is in task manager and the afterburner monitor(can’t remember what it’s called) it’s saying that cpu core 1 is at 100% whenever I play a game but the rest of them are at 50% and less

 

i have an RTX 3060ti and a ryzen 5 3600
