In short, no you can't bring over windows on a hard drive from (I assume) an OEM laptop. The OS is locked onto the hardware, typically the MoBo. So you'll at least have to get your hands on the Windows OS installer (it can be downloaded from Microsoft or bought from practically any electronics store). You don't really need to register it with a windows key, but for around 30-100 bucks I would. Also, back up all the stuff you have from your laptop hard drive to another drive BEFORE installing it. Since it has another OS on it, youll have to format it in BIOS on initial boot in the new system. Other than that, you should be fine. Maybe get a 1TB SSD for additional storage. Another 75-100 bucks on amazon. 

 

After Windows OS and another SSD, you should be right at your budget. Good luck.

Your parts list looks pretty well balanced to me. 11400 is a solid choice for your usage. Cooler is good. Motherboard seems decent enough.

 

For PSU, I have a personal preference for Seasonic or Corsair, but Enermax should be OK.

Case and RAM are more personal choice, seems fine.

 

For a GPU, I would look to something like a 3060Ti for this build, or even something like a used RTX 2060 if you want to save money. Should be plenty powerful for 1080p in the games you mention.
